Most visitors to Kashmir’s main destinations — Srinagar, Gulmarg, Pahalgam, Sonamarg — do not need any special permit beyond a standard photo ID. But certain areas of J&K do require permits, and not knowing this in advance can mean being turned away at a checkpoint after hours of travel.
This guide covers every permit requirement for J&K in 2026 — which areas need them, who needs to apply, how to get them, and what to carry.
Areas That Require NO Special Permit (Indian Citizens)
For Indian citizens with valid photo ID, the following require no special permit:
- Srinagar city and Dal Lake
- Gulmarg (including the gondola)
- Pahalgam and surrounding valleys (Betaab, Aru, Chandanwari)
- Sonamarg (including Thajiwas Glacier)
- Jammu city and surrounding areas
- Vaishno Devi (Katra) — requires Yatra registration, not a government permit
- Patnitop and other hill stations in Jammu Division
- Most of the Kashmir Valley’s tourist destinations
Areas That Require Permits (Indian Citizens)
Inner Line Permit (ILP) — Not Required in J&K for Indian Citizens
Contrary to what some travel websites claim, Indian citizens do NOT need an Inner Line Permit for J&K Union Territory itself. ILP requirements apply to certain other states (Arunachal Pradesh, Nagaland, Manipur, Mizoram, Lakshadweep) but not to J&K.
However, specific restricted zones within J&K do require documentation:
Protected Area Permit (PAP) — Foreign Nationals
Foreign nationals require a Protected Area Permit (PAP) to visit certain areas of J&K. Indian citizens are exempt from this requirement.
Foreign nationals need PAP for:
- Areas within 40 kilometres of the Line of Control (LoC)
- Specific notified protected areas
Foreign nationals should check current PAP requirements with the Foreigners Regional Registration Office (FRRO) or the nearest Indian embassy before travelling. Requirements can change.
Amarnath Yatra Registration
The Amarnath Yatra is a pilgrimage, not a general tourist activity. Participation requires:
Who needs it: Anyone trekking the Amarnath Yatra route to the Amarnath Cave shrine during the official Yatra period (June–August).
Who does not need it: General tourists visiting Pahalgam or Chandanwari outside the specific Yatra route and season.
How to register: Online at shriamarnathjishrine.com or at designated registration counters in Srinagar, Jammu, and at the base camps.
What is required for registration:
- Valid photo ID (Aadhar, Passport, Voter ID)
- Compulsory Health Certificate from an authorised doctor (certificate must be obtained within 3 months of the Yatra date)
- Registration fee (nominal)
Medical requirements: The Health Certificate confirms you are physically fit for high-altitude trekking. Candidates with heart conditions, high blood pressure, diabetes, asthma, and certain other conditions may not receive clearance.
Registration slots: Yatra slots are limited per day for each route (Pahalgam route and Baltal route). Book early — slots fill months in advance for peak periods.
Gurez Valley
Gurez Valley in Bandipora district is a restricted area near the Line of Control. Indian citizens can visit but require documentation.
Permit required: Restricted Area Permit from the District Magistrate’s office in Bandipora or Srinagar.
How to apply:
- Visit the Deputy Commissioner’s (DC) office in Bandipora or the Divisional Commissioner’s office in Srinagar
- Submit a written application with photo ID, passport-size photographs, and purpose of visit
- Permit is typically issued within 1–2 days
- Groups of minimum 2 people required; solo travel to Gurez is generally not permitted
Why visit: Gurez is one of Kashmir’s most spectacular and least-visited valleys — the Kishanganga River, the Habba Khatoon Peak, and the traditional wooden architecture of Gurez village make it worth the extra effort.
Best time: June to October (road closes in winter).
Lolab Valley
A scenic valley in Kupwara district near the Line of Control. Partially restricted.
Permit: Check current requirements with the DC office in Kupwara before planning a visit. Requirements and access rules have changed over time.
Keran
A village in Kupwara district directly on the LoC, known for its scenic beauty. Access is restricted and requires prior permission from the Army and civil administration.
Sinthan Top
A high mountain pass (3,748 metres) connecting Anantnag district in the Kashmir Valley with the Kishtwar district of Jammu Division. No special permit required for Indian citizens but the road is only open in summer (June–September) and conditions can be challenging. A 4WD vehicle is strongly recommended.
Sinthan Top to Kishtwar Route
The route connecting Kashmir Valley to Kishtwar via Sinthan Top is open to civilians but check current road status before attempting. The Kishtwar district has had historically sensitive security conditions — check current travel advisories.
For Foreign Nationals — Key Requirements
Foreign nationals visiting J&K should be aware of the following:
Registration requirement: All foreign nationals must register with the FRRO within 14 days of arrival if staying more than 180 days or visiting restricted areas. Short tourist stays in standard tourist areas (Srinagar, Gulmarg, Pahalgam) do not require FRRO registration.
Pakistani nationals and nationals of certain other countries: Subject to specific restrictions and require prior clearance. Check with the Indian embassy in your country before travelling.
Carrying passport: Foreign nationals must carry their passport (not just a copy) at all times in J&K. Checkpoints are regular and passport verification occurs.
Restricted area list: The list of areas requiring PAP for foreign nationals changes periodically. Always verify current requirements with the official FRRO website (indianfrro.gov.in) or Indian embassy before planning.
What ID to Carry — Indian Citizens
While not a “permit,” Indian citizens should always carry valid photo ID in J&K:
Accepted IDs:
- Aadhar Card (most commonly accepted)
- Passport
- Voter ID card
- Driving licence
- PAN card (accepted at some but not all checkpoints)
Best practice: Carry your Aadhar card as your primary ID. Have a photocopy of it separate from the original. Aadhar is accepted at every hotel, gondola ticket counter, restricted area checkpoint, and Yatra registration desk in J&K.
At checkpoints: J&K has regular security checkpoints on major roads. Indian civilians are typically waved through or asked for a brief ID check. Cooperate calmly, have ID ready, and the process takes under a minute.
Vaishno Devi Yatra Registration
Not a government permit but mandatory for the pilgrimage:

At Katra: Registration counters operate at the base camp in Katra for those who have not registered online.
What you get: A RFID card that tracks your movement through the trek route. Required for entry at the base camp. Also includes a slot allocation for helicopter service if you have booked it.
Helicopter booking: Separate from trekking registration. Book at jammuvaishnodevi.org well in advance — helicopter slots sell out months ahead during peak periods (Navratri).
Trekking Permits and Guides
No permit required for most popular Kashmir treks (Kashmir Great Lakes, Kolahoi Glacier, Tarsar Marsar) for Indian citizens. These treks pass through forest land managed by the Forest Department.
Forest Department permission: Some forest routes require informing the local Forest Department beat office before starting. This is a formality — inform them of your group size, intended route, and expected return date. This is for safety rather than access control.
Mandatory guide: For technical treks and high-altitude routes, a registered local guide is strongly recommended regardless of permit requirements. In some specific areas (near LoC), a guide with local knowledge is effectively required even if no formal rule mandates it.
